Siding in the Historic District
About 275 properties in New Rochelle sit in Rochelle Park–Rochelle Heights, the City’s first local historic district, designated in 1986 and roughly bounded by North Avenue, Beaufort Place, I-95, Potter’s Avenue and Fifth Avenue. The HLRB, a seven-member board first appointed in 1985, reviews all exterior renovations there, and siding is listed by name.
The good news is that the process is clear. The HLRB meets on the second Wednesday of the month. Once a Certificate of Appropriateness is issued, it’s posted prominently on the house, usually in a front window, until the work is finished. We plan the siding order and the crew around that date.

Older Walls Need More Than New Siding
Outside the district, the questions are practical. Many New Rochelle houses are a century old or close to it, and they’ve been re-sided before, sometimes twice. When we strip a wall we often find aluminum over asbestos-cement shingles over the original wood, with patched sheathing and no real barrier.
We plan for those layers in the estimate, including proper handling if asbestos-containing material is suspected, then repair the sheathing, install a lapped barrier and flash every opening and porch roof before new siding goes on. New Rochelle Siding FAQs
Do I need approval for siding in the Rochelle Park–Rochelle Heights district?
Yes. The Historical and Landmarks Review Board says siding is among the work that requires a Certificate of Appropriateness in the local historic district. The process starts with a building permit application at the Buildings Department, which issues a referral letter if the Board must review it.
What goes into the HLRB application?
The Certificate of Appropriateness form, photos of the existing site and the adjacent properties, a full-size set of site plans and a PDF, samples and color documentation of the materials, the Buildings referral letter and a $110 fee. Actual material samples are brought to the hearing.
Can I replace wood siding with vinyl in the historic district?
That’s a question for the Board, and it depends on the house. We’ll show you options that keep the original profile and proportions, which is what the Board tends to look at, and help you decide before you apply.
Do you side two-family houses?
Yes, and many New Rochelle houses are two-family. We schedule so both households know when crews will be at each wall and keep entries clear.
What warranty comes with siding?
One year on our workmanship, in writing, plus the siding manufacturer’s own product warranty.
