Lake Houses, Ledge and Wooded Lots

Putnam Valley is a town of lakes and hills. Many homes started as summer cottages around Lake Oscawana, Lake Peekskill and Roaring Brook Lake and were winterized over the decades. Others are ranches and contemporaries on wooded, rocky lots, with long driveways, private wells and septic systems.

That history shapes renovation. Cottages often need new foundations, insulation and heating to work year-round. Hillside lots bring rock, drainage and access questions. And because most homes are on septic, adding a bedroom is a Putnam County Department of Health matter, not just a Town permit.

Putnam Valley Permits We Handle

The Building and Zoning Department has separate forms for many site conditions. Common ones on our projects:

Building permit

Plans to the 2025 New York State codes for applications from January 1, 2026.

Bedroom count

A request for bedroom count, tied to the septic system’s capacity.

Rock removal

A permit to hammer, crush or shatter rock.

Wetlands

Screening and delineation forms; DEC first when within 100 feet of a state wetland.

Grading & trees

Minor grading and tree permits for site work.

Well & sewer

Well and sewer permits where they apply.

Two-story foyer with black paneled walls, skylight and a bridge walkway over a stone accent wall

Before You Renovate a Lake Property

Lake lots have their own rhythm. Access can be a narrow private road shared with neighbors, and many lake associations have rules on deliveries, parking and work hours. Close to the water, wetland screening often comes before design, and drainage from roofs and driveways has to be kept away from the shoreline.

We walk the property, review the septic records with you, and line up the Town and County steps in order, so the permit is approved before the crew shows up and not after.

Putnam Valley Remodeling FAQs

When can I drop off a permit application in Putnam Valley?

The Building and Zoning Department at Town Hall, 265 Oscawana Lake Road, accepts applications from 10 a.m. to 3 p.m. on weekdays and turns away incomplete ones. We make sure the package is complete before it goes in.

Which code applies to plans submitted now?

The Town says that starting January 1, 2026, plans prepared by a design professional must comply with the 2025 New York State codes.

I want to turn a lake cottage into a year-round home. What's involved?

Usually a bedroom count review, a septic evaluation with the Putnam County Department of Health, insulation and heating upgrades, and often a foundation assessment. If the house is near a state-regulated wetland, DEC approval comes first.

We hit rock when we dug. Is that a problem?

It’s common in Putnam Valley. The Town has a separate permit for hammering, crushing or shattering rock, and we include it in the plan when ledge is expected.
