The most common Ossining mistake isn’t on the roof. It is filing with the wrong office. The Village and the unincorporated Town each have their own Building Department, and a 10562 address doesn’t tell you which one you’re in.
| Village of Ossining | Town of Ossining (unincorporated) | |
|---|---|---|
| Applies to | Homes inside Village limits | Homes outside the Village |
| How we file | Online through the Village’s Municity/CitySquared portal | Town application, notarized, with sealed plans where needed |
| Extra review | Historic Preservation Commission in design districts; Planning Board acting as Board of Architectural Review | Generally none for a like-for-like roof |
| Rule of thumb | Permit before work starts | State law: a permit whenever a roof is changed |

Steep Lots, Old Roofs and River Weather
Ossining climbs straight up from the Hudson. That gives many houses dramatic views and very tall downhill elevations, and it exposes roofs to wind that funnels up the river valley. On the older houses near downtown and in Sparta, we often find slate or several layers of asphalt, box gutters built into the cornice, and chimneys that need repointing before they can be flashed.
We start every Ossining roof with a staging plan: where the dumpster can sit on a sloped street, how materials get to the roof, and how we protect the yard below. Then the roof itself: decking repairs, ice barrier at eaves and valleys, new flashing at chimneys and walls, and lined box gutters where the house still has them.

Ossining Roofing FAQs
Village or Town of Ossining: who issues my roof permit?
It depends on the address. Homes inside the Village go to the Village of Ossining Building Department; homes in the unincorporated Town go to the Town Building Department. Both are based at the Operations Center on Route 9A, but they are separate offices with separate forms. We confirm which one applies before quoting.
Is a permit really required just to replace shingles?
In the Town, yes. The Town of Ossining’s Building Department notes that New York State requires a building permit whenever a roof is changed, residential or commercial. In the Village, we file through its online permitting system.
Our house is in the Sparta district. What changes?
Properties in the Village’s Historic and Architectural Design Districts, including Downtown and Sparta, need a Certificate of Appropriateness from the Historic Preservation Commission for exterior changes, and the Board of Architectural Review application is filed at the same time. No work starts until both the certificate and the permit are in hand.
Do you work on hillside houses above the river?
Yes. Many Ossining streets are steep, and roofs on the downhill side can be three stories off the ground. We plan staging, roof anchors and debris chutes for each house rather than using one setup for all.
What warranty do you give on roofs?
Ten years on the roofing work and one year on workmanship for everything else, in writing, plus the shingle maker’s warranty.
