Two Applications for One Bathroom

A full bathroom remodel in the Village of Pleasantville usually involves two applications at the Building Department, 80 Wheeler Avenue. The building permit covers the alteration and renovation itself, and the Village’s office checklist asks for the contractor’s license, workers’ compensation and liability insurance. The plumbing permit is separate: the Village’s own form asks for the plumber’s company and license number and a description of the work, with one set of required documents.

Behind that form is a County rule. Westchester County requires plumbing work to be performed by a County-licensed plumber or an employee of one, and its plumbing law makes the licensed master plumber personally responsible for supervising and laying out the work on a permit. That’s the arrangement we use: a licensed, insured plumbing subcontractor, supervised on site by a Guardian project manager.

A Village Bath, Done in Order

Pleasantville is a compact village whose borders take in parts of the Towns of Mount Pleasant and Ossining. In older houses, bathrooms have often been changed several times. We start by opening the floor and walls just enough to see the pipes, then lock the layout and order tile.

The bathroom in the photo is a Guardian remodel with a marble feature wall and a fluted vanity.

Outside the House: The Overlay District

Most bathroom work stays inside. If yours doesn’t, Pleasantville’s Special Character Overlay District matters: any exterior change to a house there, from finishes to roofing, needs Architectural Review Board approval before a permit, with photos submitted at least 10 days before the meeting. We check this before designing any addition or exterior change. Guardian has worked since 1980 under Westchester County HIC #WC-38383-H24, with licensed, insured subcontractors for specialty trades supervised by a Guardian project manager; see our bathroom remodeling page or read our Google Reviews.

Pleasantville Bathroom Remodeling FAQs

Where do bathroom permits go in Pleasantville?

To the Village of Pleasantville Building Department at 80 Wheeler Avenue (914-769-1926). Its building permit application includes alteration and renovation work.

Does the plumber file separately?

Yes. The Village has its own Plumbing Permit Application, which asks for the plumber’s company and license number and a description of the work, with one set of required documents.

Does the plumber have to be licensed?

Yes. Westchester County requires plumbing work to be done by a County-licensed plumber or their employee, and the licensed master plumber is personally responsible for supervising and laying out work under a permit.

Does the Architectural Review Board get involved?

Not for an interior bathroom. In the Village’s Special Character Overlay District, exterior changes to a house need ARB approval before a permit, so an addition or a visible exterior change would.

What's your warranty?

One year on our workmanship, in writing. Fixture and vanity makers’ warranties are passed through.
