Start With Water: Brewster Sits Among Reservoirs
Few places in Putnam County have as much water around them as Brewster. The East Branch, Middle Branch, Bog Brook and Diverting reservoirs, Lake Tonetta and Peach Lake all lie within a few miles of the village. Many lots also have a high water table or ledge rock close to the surface. Spring thaw and long rains push water against foundations, so a Brewster basement project always starts with water management:
- Gutters, downspout extensions and grading that slopes away from the house.
- Crack repair, and an interior drain to a sump where groundwater is the issue.
- A sump pump with a battery backup, since storms often knock out power.
- Closed-cell foam or rigid foam on the walls, never fiberglass against concrete.

Then Air and Code
Radon
Test before finishing. A sub-slab mitigation system is simplest to run before the basement is finished.
Climate zone 5A
Putnam County is in zone 5A under the NY energy code, which sets the insulation level for basement walls.
Egress
Bedrooms need a code-compliant escape window or door. A walkout often already has one.
Septic
A new bedroom on septic is referred to the Putnam County Health Department for review.
Brewster Basement FAQs
Village of Brewster or Town of Southeast: who issues my permit?
Most homes with a Brewster address are in the Town of Southeast, whose Building Department is at 1 Main Street. Homes inside the small Village of Brewster use the village’s own building department. We confirm which one applies to your house.
Our basement gets water every spring. Can it still be finished?
Usually, once the water is under control. We find the source first, whether it’s a downspout, grading, a crack or groundwater, and then add drainage, a sump with a battery backup and moisture-tolerant materials. We won’t finish a basement that is actively leaking.
Is radon testing really necessary in Brewster?
We recommend it before every Putnam County basement. The EPA maps the whole county in its highest radon-potential zone, and a mitigation system is easiest to install before walls and ceilings are closed.
Our village house has a stone foundation and a low ceiling. What can we do?
Old fieldstone and rubble foundations need extra care. We point or parge the stone, manage moisture, and use a design that leaves the walls able to dry. Where the ceiling is too low for living space, a well-lit storage, laundry and workshop level can still be a big improvement.
Can a lake-community basement become a rental apartment?
Accessory apartments involve zoning, egress and septic approvals, and in some lake communities lot size and septic capacity are tight. We check feasibility before you spend on design.
