Westchester Custom Home Building Service Serving Mamaroneck
New homes and flood-smart rebuilds in the Village of Mamaroneck, from the harbor neighborhoods to the streets along the Mamaroneck and Sheldrake rivers. Floodplain, architectural review and demolition permits handled by one Guardian project manager.
Rebuilding Where the Water Comes Up
Mamaroneck has some of the most desirable waterfront in Westchester and some of its most flood-prone streets. Long Island Sound reaches into the harbor, and the Mamaroneck and Sheldrake rivers meet near the center of the Village. Nor’easters and heavy summer storms have pushed water into basements and first floors more than once, and many older houses sit below today’s flood elevations.
That makes new construction here different from almost anywhere else we work. A replacement house can be raised to meet the code, with parking, storage or entry at grade and living space above the flood line. For owners in a mapped flood zone, the decision between renovating and rebuilding often comes down to the Village’s substantial improvement rule and what it would take to bring the old house up.
Three Approvals That Shape the Project
Floodplain development permit
Required for any development in a special flood hazard area under Chapter 186. New homes go at least two feet above base flood elevation, with certified as-built elevations.
Board of Architectural Review
Construction over $40,000 is referred to the BAR, which looks at massing, materials and how the house fits the street.
Coastal and wetland review
Lots near the harbor or the rivers can also need the Harbor and Coastal Zone Management Commission or a wetlands permit.
Getting a Lot Ready in the Village
The Village’s demolition requirements are specific, and we build them into the schedule. Before a permit is issued we assemble utility disconnect dates, the asbestos certification, an updated survey showing utilities and catch basins, a pest control report and a site plan for fencing and the construction driveway.
- Fencing. A 6-foot metal fence with a lockable gate around the site.
- Signage. Owner and contractor names, addresses, phone numbers and Westchester County license number posted on the property.
- Driveway and silt fence. A stabilized trap-rock entrance at least 20 feet long, plus silt fencing to County best practices.
- Notice. The Building, Fire and Police Departments told before the house comes down.

Mamaroneck New Home FAQs
How high does a new house in a Mamaroneck flood zone have to be?
Under the Village of Mamaroneck’s flood damage prevention law, new residential construction in a special flood hazard area must be elevated at least two feet above the base flood elevation. The application shows the proposed lowest-floor elevation, and an engineer or surveyor certifies the as-built elevation once the floor is in place.
Does the Board of Architectural Review see a new house?
Yes. In the Village, construction or reconstruction with an estimated cost over $40,000 goes to the Board of Architectural Review, and the Building Department refers the permit application to the Board. A new house is always over that line.
What does the Village need before a house can come down?
A demolition permit application with photographs, dated disconnect records for gas, electric, water and sewer, asbestos removal certification, an updated survey locating utilities and catch basins, a pest and rodent control report, and a site plan showing temporary fencing and the driveway. A pre-demolition inspection is scheduled two days ahead.
Is my house in the Village or the Town of Mamaroneck?
It depends on the street. The Village of Mamaroneck straddles the Towns of Mamaroneck and Rye, and parts of the unincorporated Town of Mamaroneck share the mailing address. The Village and the Town have separate building departments and boards, so we confirm jurisdiction first.
