General Contractor in Carmel, NY
Westchester & Putnam General Contracting Service Serving Carmel
Guardian Remodeling Corp is headquartered on Lake Shore Drive in Carmel. As your general contractor we run the whole project, from Town of Carmel permits, wetland and watershed questions to the last inspection, with licensed subcontractors supervised by a Guardian project manager.
Building in Our Home Town
Carmel is the Putnam County seat, and its hamlet still centers on Lake Gleneida and the historic county courthouse. Around it the town spreads into Lake Carmel, Mahopac, Mahopac Falls and wooded roads lined with reservoirs. That mix produces a wide range of homes: 19th-century houses near the hamlet, lake cottages that became year-round residences, and the colonials, splits and raised ranches of later decades.
What ties nearly all of them together is water. Much of the town sits in the New York City watershed, many lots touch a wetland buffer, and most homes outside the sewer districts depend on septic systems. A general contractor who knows how those rules overlap saves months.

Agencies a Carmel Project Can Involve
Not every job touches all of these, but the bigger the project, the more likely it is. Sorting this out early is a big part of what we do.
Town of Carmel Building Department
Building permits, inspections and Certificates of Occupancy, at Town Hall on McAlpin Avenue in Mahopac.
Environmental Conservation Board
Wetland permits for regulated work in a wetland or its 100-foot buffer.
Putnam County Health Department
Septic approvals whenever a project adds bedrooms or affects the system.
NYC Department of Environmental Protection
Watershed stormwater rules for certain new impervious surfaces near streams and wetlands.
Zoning Board & Planning Board
Variances for work that doesn’t meet zoning, and site plan or subdivision matters.
Utility & trade permits
Electrical, plumbing and fuel-gas permits pulled by licensed subcontractors.
How We Run a Carmel Job
Every project starts with a site visit and a list: what you want, what the house can support, and which of the agencies above will need to sign off. From there we line up the design professional, the surveyor if one is needed, and a written, itemized estimate.
During construction, your project manager books inspections, supervises the licensed plumbing, electrical and HVAC subcontractors, keeps erosion controls in place where the lot drains toward a lake or stream, and walks the job with you weekly. When the work is done, we close out the permit so the house’s records are clean when you sell or refinance.
Carmel General Contractor FAQs
Is my Carmel property in the New York City watershed?
Much of the Town of Carmel drains to New York City reservoirs, such as the West Branch and Croton Falls reservoirs. For a typical renovation that changes little, nothing extra is needed. New impervious surfaces near streams or wetlands, such as a paved driveway close to a watercourse, can require a stormwater permit from NYC DEP, so we check distances before the site plan is drawn.
What does the Environmental Conservation Board review?
The Town of Carmel ECB issues wetland permits. Under the Town’s freshwater wetlands law, regulated activity in a wetland or within its 100-foot buffer can need an ECB permit. Additions, decks, grading and new driveways near Lake Gleneida, Lake Carmel or any mapped wetland are the projects most likely to trigger it.
How long is a Town of Carmel building permit good for?
The Town’s permit package says permits are valid for 18 months and work must begin within six months. We don’t apply until the design, financing and schedule are settled, so the clock isn’t wasted.
Do I need a Putnam County licensed contractor?
Yes. The Town’s building permit application asks for the contractor’s Putnam County home improvement license number. Guardian holds Putnam County HIC #52594, and our electricians and plumbers carry their own county licenses.
Your office is in Carmel. Does that matter?
It means short drive times, familiarity with the Town’s forms and inspectors, and a project manager who can stop by your job the same day if something comes up.
