Finish Work or Permit Work? How Somers Draws the Line

Somers spells it out in Chapter 74 of the Town Code. A building permit is needed for work that has to conform to the Uniform Code or Energy Code, including alterations to a building. The same section lists exemptions, and painting, wallpapering, tiling and similar finish work are among them. A kitchen refresh with paint and a new backsplash may sit on one side of the line; new cabinets with moved plumbing, new circuits or an opened wall sit on the other.

Kitchen scopeUsually

Sink moved or new gas range lineBuilding permit plus a plumbing sub-permit
New circuits, lighting or appliances on new linesBuilding permit with electrical work
Wall removed to open the kitchenBuilding permit with drawings

This is our reading of the code; the Building Department decides. We confirm with them before your schedule is set.

The Somers Application, Step by Step

The Building Department is in the brick building at 337 Route 202 and takes complete applications by appointment only. Plumbing and gas sub-permits are handled separately and dropped off on weekdays before 2 PM. The Code asks for at least two sets of construction documents, and one accepted set stays on site for the inspector.

Many Somers homes are on wells and septic systems, and the Code’s site plan requirement includes showing them where applicable. If the project grows into a new den or office with access to a full bathroom, §74-25 can bring in Westchester County Health Department septic review. The kitchen in the photo is a Guardian remodel with flat-panel gray cabinets and oak floors.

Somers Kitchen Remodeling FAQs

Is a permit needed for a kitchen remodel in Somers?

Town Code §74-4 requires a building permit for alterations that must meet the Uniform Code or Energy Code. Pure finish work such as painting, wallpaper or tiling is listed as exempt, but new plumbing, electrical or wall changes are not. We sort your scope into those two buckets before filing.

How do I apply?

The Somers Building Department, at 337 Route 202, accepts complete applications by appointment only; the number is 914-277-3539. Plumbing and gas sub-permits are dropped off on weekdays before 2 PM.

Do I need drawings?

The Town Code asks for at least two sets of construction documents that show the scope of work. One accepted set comes back to be kept on the job site for inspectors. Where applicable, the site plan shows any well or septic system.

Does the Architectural Review Board look at kitchens?

Generally no. Somers Code §6-4 exempts one-family detached houses from ARB review except in specific cases, such as designated historic properties or special permits.

What warranty do I get?

One year on our workmanship, in writing, plus the manufacturers’ product warranties.
