Repair or Alteration? The Question That Sets Your Schedule
Southeast’s Building Department draws a useful line. Its FAQ says painting, decorating and necessary repairs that don’t materially alter a building’s structural features can go ahead without a permit. Once work goes further, a permit is required, and nothing can start until it’s issued. On a siding job, the deciding factor is usually what’s underneath: replacing a few cracked boards is a repair, while stripping every wall, replacing sheathing and rebuilding rotted framing is a bigger alteration.
There’s also a cost threshold. When the estimated construction cost is over $10,000, or the work is significantly structural, the Town wants plans stamped by a licensed design professional. We’ll tell you which side of these lines your project falls on, in writing, before you sign.
Southeast Houses We See
Farmhouses
Old board sheathing, many layers of paint and sometimes siding added over siding. We strip to sound wood.
Lake houses
Homes near Peach Lake and Tonetta Lake get extra attention to moisture, flashing and the bottom courses.
Newer subdivisions
Vinyl that is faded or cracked, and failed flashing at decks and garages.

From the Oblong to Today
The Town’s eastern edge was once part of the Oblong, a strip along the Connecticut line that both colonies claimed until the 1731 Treaty of Dover settled it in New York’s favor. The town took its current shape in 1795, and Interstate 84 and Interstate 684 now cross it. That long history means houses from almost every era stand within a few miles of each other.
Whatever the age of your house, the job follows the same order: strip, repair, then a water barrier, flashing, siding and trim. Vinyl, cedar and board-and-batten are each priced separately. Licensed, insured subcontractors do the work under a Guardian project manager. The photo shows board-and-batten on a home Guardian built.
Town of Southeast Siding FAQs
Does every siding job in the Town of Southeast need a permit?
Not necessarily. The Town’s FAQ says painting, decorating and necessary repairs that don’t materially alter structural features don’t need a permit. A full re-siding with sheathing and framing repairs is a different matter, so we confirm with the Building Department before we quote.
Can work start while the permit is being reviewed?
No. The Town is clear that no work may begin until the permit is issued. We build the review time into your schedule.
When does a project need stamped plans?
The Town requires plans stamped by a licensed design professional when the estimated cost of construction is more than $10,000 or the work is significantly structural. Most straight re-siding jobs don’t need structural drawings, but larger ones may need a stamp because of their cost, so we check early.
Where is the Building Department?
The Town of Southeast Building Department is at 1 Main Street in Brewster, and questions go to 845-279-2123. The Town offices are at 1360 Route 22. Homes inside the Village of Brewster use the Village’s department instead.
What warranty comes with siding?
One year on our workmanship, in writing, plus the siding manufacturer’s own product warranty.
