A Rural Town With Clear Rules

North Salem is a rural town in the northeast corner of Westchester, with the Titicus Reservoir running through the middle and Town Hall in the old De Lancey house on Titicus Road. Houses are spread out, many on long driveways, and a lot of them are older than the code books.

The Building Department, at 274 Titicus Road (914-669-5952), publishes its rules plainly. Before it issues a permit it checks that each contractor holds a current Westchester license. Plans have to come from a registered architect or licensed engineer. Work done without a permit costs triple the permit fee, up to $1,500.

Older North Salem kitchens were often added onto over the years, so the room may span two framing eras with a step or a beam between them. We open the ceiling to see what’s carrying what before the design is final.

Does North Salem require an architect for kitchen plans?

Under Chapter 92-4 of the Town Code, construction documents have to be prepared by a New York registered architect or licensed professional engineer. If your kitchen needs a permit, plan on stamped drawings; we coordinate the design professional.

How much is a North Salem building permit?

The Town’s posted fees are a $100 base plus $14 per $1,000 of construction cost, and a Certificate of Occupancy at $4 per $1,000 with a $50 minimum. A Certificate of Compliance is $100. We include the expected fees in your estimate.

What happens if the old kitchen was never permitted?

North Salem adopted the State Building Code in 1961, and work after that which needed a permit has to be legalized. Legalizing as-built work starts at $1,500 plus the normal permit fees. We check the Town’s records before demolition so there are no surprises.

Who pulls the plumbing and electrical permits?

In North Salem the plumber takes out the plumbing permit and the electrician takes out the electrical permit. Plumbing is inspected by the Town; electrical by an approved inspection agency. Both trades are licensed subcontractors managed by Guardian.
