Basement Finishing in Garrison, NY
Westchester & Putnam Basement Finishing Service Serving Garrison
Finished lower levels for Philipstown homes from the Landing to the hills above Route 9D, permitted through the Town of Philipstown.
Hamlet Houses With Room Below
Garrison takes its name from Isaac Garrison’s ferry to West Point. Today the hamlet stretches from the Hudson landing — home to the Garrison Landing Historic District — up into wooded lots near Boscobel and Manitoga. Many houses sit on wells and septic systems, and their basements hold the pressure tank, water treatment and mechanicals.
A finished basement here is usually a rec room, office or guest suite planned around that equipment, not a blank open box.
A Finished Lower Level From Our Own Work
This Guardian basement uses marble-look tile, dark walls with white wainscoting and a built-in media wall with an electric fireplace. Tile and moisture-tolerant finishes hold up well below grade on a Hudson Highlands lot.
We use the same approach in Garrison: durable flooring, a dehumidification plan and clear access to the well and mechanical equipment.

Questions We Settle Before Design
- Is the basement dry through spring snowmelt and heavy rain?
- Will any room be used for sleeping, and is there space for a proper egress opening?
- Does adding a bath or wet bar change the septic load?
- Will any exterior well or drainage fall near a wetland or stream?

Garrison Basement Finishing FAQs
Which building department covers Garrison?
Garrison is a hamlet of the Town of Philipstown, not its own village, so permits come from the Philipstown Building Department (845-265-5202). The office is at 2 Cedar Street in Cold Spring. Philipstown also provides code enforcement for the Village of Cold Spring and, since 2023, for Nelsonville.
Is Philipstown a stretch-code town?
Yes. Philipstown is a NYStretch Energy Code community. New work that triggers the energy code follows the stretch provisions, and the Building Department posts NYStretch information sheets for design professionals.
Will Conservation, Planning or Zoning Boards get involved?
Interior basement finishing usually stays with the Building Department. New exterior wells, drainage or grading near streams or wetlands can bring in the boards that Philipstown supports through its Conservation, Planning and Zoning secretary. We flag that early.
Our house is near Garrison Landing. Does that change the basement?
The Garrison Landing Historic District (listed on the National Register in 1982) mainly affects exterior work in that small landing area. A below-grade finish that does not change the outside face of the house is still filed as a normal Philipstown building permit.
