Replace in Place, or Move Things Around?
That’s the first question on a New Rochelle bathroom, because the City’s plumbing rules split there. Chapter 242 of the City Code lets a plumber make repairs and replacements without filing drawings. Moving a toilet, relocating a vanity, or turning a tub alcove into a curbless shower means new piping, and new piping is installed from plans the Plumbing Inspector has approved.
Before work starts, the master plumber also files a notification with the Plumbing Inspector. None of this is unusual, but it takes time, so we settle the layout before we price the job. The shower in the photo is a Guardian remodel with white subway tile, a long niche and a built-in bench.

What's Behind the Walls in Older New Rochelle Baths
Cast-iron and galvanized pipe
Older houses can still have original drain and supply lines. We replace what we open up.
Mortar-bed tile floors
Thick old floors hide the condition of the joists. We check them before the new floor goes down.
No exhaust fan
Many older baths relied on a window. A properly vented fan protects the new tile and paint.
How the Permit Gets Filed
- The plumber logs in to the City’s CitySquared system and picks the plumbing permit type.
- Every fixture is added with its location and quantity.
- The trades license, signed application, insurance certificates and any plans are uploaded.
- The Buildings office reviews it; inspections follow the rough-in and the finish.
Questions can go to the Plumbing Inspector at 914-654-2037 or to City Hall at 515 North Avenue. We handle the paperwork so you don’t have to.

New Rochelle Bathroom Remodeling FAQs
Do I need drawings to redo a bathroom in New Rochelle?
It depends on the piping. The City Code lets plumbers make repairs and replacements without filing drawings in the Bureau of Buildings. New or relocated plumbing is done from plans approved by the Plumbing Inspector, and one stamped copy stays at the house during the work.
Who can pull the permit?
Only a master plumber holding a Westchester County certificate of qualification who is registered with the City’s Plumbing Inspector. Our licensed plumbing subcontractor files it online through CitySquared.
Why does the permit list every fixture?
The City’s online application has the plumber add each fixture, its location and the quantity: toilet, vanity sinks, tub, shower, even a bidet. That list is what the inspector checks against.
Can you turn a tub into a walk-in shower?
Yes, and it’s the most common request we get in older New Rochelle baths. The drain usually moves and the floor is rebuilt for the shower pan, so it goes on the permit as altered plumbing.
What warranty comes with the bathroom?
One year on our workmanship, in writing. Tile, fixture and vanity makers’ warranties are separate and passed on to you.
