Planning a Bathroom on Flood-Prone Streets
The Village’s Flood Damage Prevention law, Chapter 186, applies in areas of special flood hazard on FEMA’s maps, including low streets near the harbor and along the Mamaroneck and Sheldrake rivers. It defines a substantial improvement as work costing 50% or more of the building’s market value, and adds a cumulative definition that counts improvements over 10 years.
A single bathroom rarely gets near that line. A bathroom plus a kitchen plus a finished basement over a few years can. If you’re in a flood zone, we keep a simple record of what each project costs so the math is never a surprise. We also suggest moisture-tolerant choices for any bath at or near grade: porcelain tile, cement board, and vanities raised off the floor.

Is a basement bathroom a problem near the water?
