What New Rochelle Asks for Before the Cabinets Come Out
New Rochelle is a city, so kitchen permits run through the City’s own Bureau of Buildings and its Plumbing Inspector instead of a town building office. The part homeowners notice first is the plumbing permit. Under Chapter 242 of the City Code, only a master plumber holding a Westchester County certificate of qualification and registered with the City’s Plumbing Inspector can pull it. The application is filed online through CitySquared, and the plumber enters every fixture: sink, dishwasher, pot filler, ice-maker line.
| Your kitchen plan | What usually gets filed |
|---|---|
| New cabinets and counters, sink stays put | Plumbing permit for the fixture reconnections; building scope confirmed |
| Sink moved to an island | Plumbing permit with drawings for the new drain and vent |
| Gas range moved or added | Gas piping counts as plumbing under County law, so it goes on the plumbing permit |
| Wall taken down to open the room | Building permit with plans; structural detail from a design professional |
The table is a planning guide rather than the City’s rulebook. We confirm the scope with the Buildings office before your estimate gives a start date.
New Rochelle Kitchens We Open Up
New Rochelle’s neighborhoods run from Tudors and colonials in Wykagyl and Beechmont to the older houses of Rochelle Park–Rochelle Heights, the City’s local historic district since 1986, and the waterfront streets of Davenport Neck. In the older houses, kitchens were often built small and closed off, with a pantry or back hall that can be folded into the room.
Opening a wall in an older house means finding out what it carries. We check the framing in the basement first, then size a beam or keep a partial wall. The kitchen in the photo is a Guardian remodel with white shaker cabinets and a waterfall island.

New Rochelle Kitchen Remodeling FAQs
Who files the plumbing permit for a kitchen in New Rochelle?
The plumber does. City Code Chapter 242 says plumbing permits only go to a master plumber who holds a Westchester County certificate and is registered with the City’s Plumbing Inspector. Our licensed plumbing subcontractor files it on the City’s CitySquared online system, listing each fixture and uploading insurance certificates.
Can I drop off paper drawings at City Hall?
Plumbing and electrical permits are applied for online through CitySquared, with the trades license, signed application, insurance and any plans uploaded as files. The Buildings office is still on the ground floor of City Hall at 515 North Avenue if you have questions.
Does moving the sink or range change anything?
Yes. The City Code lets plumbers make repairs and replacements without filing drawings, but new or relocated piping is installed from approved plans. Moving a sink to an island, or running gas to a new range location, is planned and filed before work starts.
We live in the Rochelle Park–Rochelle Heights historic district. Does the kitchen need landmark review?
The Historic and Landmarks Review Board’s certificate is about exterior changes like roofs and siding. An interior kitchen doesn’t usually go to the Board, but a new window, door or bump-out on the outside can. We check before drawings are final.
What warranty do I get?
One year on our workmanship, in writing. Cabinet, countertop and appliance makers’ warranties are separate and passed on to you.
