General Contractor in Cold Spring, NY
Westchester & Putnam General Contracting Service Serving Cold Spring
Renovations for Cold Spring’s village houses, from interior remodels to Historic District exterior work, with the review board and the permit coordinated by Guardian.
Village Rules, Town Inspectors
Cold Spring’s permit process has two parts that surprise people. Applications go to the Village, but plan review and inspections are done by the Town of Philipstown’s Building Department, which has covered the village since 2017. And if the house sits in the Historic District, the Historic District Review Board must approve exterior changes before a permit can be issued.
We prepare the board submission with photos and product cut sheets, then line up the permit filing behind it so the two steps do not overlap.

Foundry Houses and Main Street Homes
Much of the village grew around the West Point Foundry, founded in 1818, and many streets near the river are lined with the small houses built for its workers. Those homes have tight rooms, shallow foundations and decades of past repairs.
The marble-look bathroom in this photo is a Guardian remodel. In an older village house, a bath like this usually means new plumbing runs and subfloor work, managed by our project manager.
A Typical Cold Spring Sequence
1. Visit and measure
We document the house and note anything the review board will want to see.
2. Review board, if needed
Certificate of Appropriateness for visible exterior work.
3. Permit
Drawings filed through the Village to the Philipstown inspectors, built to the stretch code.
4. Build
Our crew, plus licensed electrical and plumbing subcontractors we supervise.
5. Final inspection
Sign-off and paperwork handed to you.
Working With a Family Builder
Guardian has been building since 1980, run by five brothers alongside our father. We hold Putnam County HIC #52594 and Westchester County HIC #WC-38383-H24, are insured, and give a one-year workmanship warranty on remodeling. One more local note: Philipstown’s Building Department warns that it never takes payment by wire transfer, so treat any such request as a scam. We take check, credit card, Zelle or cash, and financing is available.
Cold Spring General Contractor FAQs
Who reviews building permits in the Village of Cold Spring?
Applications go to Village Hall at 85 Main Street. The Town of Philipstown’s Building Department, which has covered Cold Spring code enforcement since 2017, handles the review and inspections.
My house is in the Historic District. What changes?
Exterior changes in the Historic District need a Certificate of Appropriateness from the Historic District Review Board, which meets on the second Wednesday of the month. The certificate comes before the building permit.
What does Philipstown's stretch energy code mean for me?
Philipstown has adopted the NYStretch energy code, which sets a higher bar than the base state code. On renovations that touch insulation, windows or mechanical systems, the drawings need to account for it.
Does Guardian handle interior-only projects too?
Yes. Kitchens, baths and interior renovations usually skip the review board, but they still need the proper permits and inspections, which we file.
