General Contractor in New Rochelle, NY
Westchester General Contracting Service Serving New Rochelle
Kitchens, baths, additions and exterior work across the City of New Rochelle, with one Guardian project manager running the permits, the trades and the schedule.
A City-Sized Permit Process
New Rochelle is a city, not a village, and its permit system reflects that. The Bureau of Buildings at City Hall handles building permits, while plumbing and electrical permits are filed online through CitySquared with each trade’s license and insurance attached. Plumbing has an extra rule: only county-certified master plumbers registered with the City can pull those permits.
For a homeowner, that means several filings for one renovation. Our job is to line them up so the plumber’s permit is in place when the walls open and inspections happen in the right order.

From the North End to the Sound
The city runs from wooded North End streets near the Hutchinson River Parkway down to shoreline neighborhoods on Long Island Sound, with Tudors, colonials, Victorians and mid-century houses along the way. Each era hides different surprises behind the plaster.
The white shaker kitchen with the navy island in this photo is a recent Guardian kitchen. Projects like it pull in a carpenter, plumber, electrician, tile setter and painter, and the general contractor keeps them in sequence.

We carry Westchester County HIC #WC-38383-H24, pull the permits ourselves and give a one-year written workmanship warranty. If your plans need an architect, we can recommend several depending on the type of project. Payment by check, credit card, Zelle or cash, and financing is available.
New Rochelle General Contractor FAQs
Where are building permits filed in New Rochelle?
The City’s Bureau of Buildings is in City Hall, 515 North Avenue. Trade permits run through the City’s CitySquared online system, where the applicant uploads a photo of the trade license, a signed application and insurance certificates.
Can any plumber pull a plumbing permit in the city?
No. Under Chapter 242 of the City Code, plumbing permits go only to Westchester County certified master plumbers who are registered with the City’s Plumbing Inspector. Our licensed plumbing subcontractors meet that rule, and our project manager coordinates their filing with the building permit.
My house is in Rochelle Park or Rochelle Heights. Does that change anything?
Yes. That neighborhood is a local historic district, designated in 1986, with about 275 properties, and it joined the National Register in 2005. Visible exterior changes need a Certificate of Appropriateness from the Historic and Landmarks Review Board, which meets on the second Wednesday of the month.
Do you only take large renovations?
No. We manage single-room projects as well as combined jobs. A general contractor matters most when several trades share one house and one schedule.
