Older Houses on a Hillside Village
Tarrytown incorporated as a village in 1870, after the Hudson River Railroad and the Old Croton Aqueduct had already shaped it, and many of its streets climb from the river toward Broadway. A lot of its housing predates modern kitchens. Expect plaster walls, older wiring and a layout where the kitchen was tucked at the back of the house.
We plan around those conditions before the design is fixed: where the plumbing stack runs, whether a wall can move, and what the electrical service can carry for an induction range or extra circuits. The kitchen pictured is a Guardian project with flat-panel gray cabinets and wide-plank oak floors.

Tarrytown Permits, Line by Line
The Building Department at One Depot Plaza (914-631-3668) issues building permits and certificates of occupancy and says permits are needed for almost all construction on your home.
Building permit
Based on the value of work: $100 plus $20 per $1,000 for a renovation, per the Village fee schedule.
Plumbing permit
A $120 application fee covers up to four fixtures, then $20 for each additional fixture. Roughing, testing and final inspections are each billed separately.
Fixture worksheet
The Village’s online portal has a Plumbing Permit Fixtures Worksheet, so every sink, dishwasher and ice-maker line is counted up front.
Certificate
A certificate of occupancy or completion closes the job, which you will want on file when you sell the house.
How We Run It
A Guardian project manager handles the filing, the inspection calls and the schedule. Plumbing and electrical work is done by licensed subcontractors for specialty trades, supervised by that project manager. The Village requires County-licensed plumbers, and ours are.
The written estimate lists the scope room by room, so the valuation on the permit is clear. If you’re also thinking about a bath, the Tarrytown bathroom remodeling page covers how the Village handles one. Finished kitchens are on our kitchen remodeling page, and you can read our Google Reviews.
Tarrytown Kitchen Remodeling FAQs
How is Tarrytown's building permit fee calculated?
On the value of the work. The Village’s fee schedule, last revised February 7, 2024, charges a $100 application fee plus $20 per $1,000 of the cost of a renovation. We put the construction value in writing on your estimate, so the number on the application matches.
What happens if work starts without a permit?
The Village charges a legalization fee of double the building permit fee. That is one reason we never start demolition until the permit card is posted.
Does a kitchen need a separate plumbing permit?
Yes. Tarrytown’s Building Department says plumbing permits are required for all plumbing work in the Village, and plumbers must be licensed by Westchester County. Moving a sink, adding a dishwasher or running a gas line for a range all count.
Will the Architectural Review Board look at my kitchen?
Usually not for interior work. The ARB reviews exterior changes. If your kitchen plan includes a rear addition on a house built before 1929, Village Code section 9-4 sends it to the ARB.
What warranty comes with the work?
One year on Guardian’s workmanship, in writing. Product warranties from cabinet, counter and appliance makers are passed to you.
