A Complete Application, the First Time

Putnam Valley’s Building & Zoning Department is clear that it won’t accept incomplete applications, and it takes them only on weekdays between 10 and 3. So the paperwork has to be right before anyone drives to Oscawana Lake Road. The Town’s building permit application asks for more than many towns do:

  • Whether the property is in a floodplain
  • The contractor’s Putnam County license number (ours is Putnam County HIC #52594)
  • Acknowledgment of the State asbestos rule, 12 NYCRR Part 56, for renovation work
  • An energy-code (REScheck) certification for renovation plans
  • Temporary sanitary facilities on site during construction

We gather each item, have you sign where an owner signature is needed, and file the package together. The Town’s forms list also includes a wetlands screening application, which matters for lakefront and streamside lots.

Siding for a Town of Lakes

Putnam Valley was settled by farmers around 1740 and incorporated in 1839, first as the town of Quincy. It took the name Putnam Valley a year later. Its many lakes drew summer residents, and a lot of today’s houses began as seasonal cottages. Lake humidity, shade from hardwood forest and freeze-thaw cycles all work on siding here, especially on low walls and the sides facing the water.

We remove old cladding down to the sheathing, repair rot, and install a water barrier lapped from the bottom up, with flashing at decks, porch roofs and every opening. Vinyl, cedar shingles and clapboard, and board-and-batten are all options. The photo shows black board-and-batten on a home Guardian built.

Who Does the Work

Guardian is our family team of five brothers, working alongside their father, in business since 1980. Licensed, insured subcontractors install the siding, and a Guardian project manager supervises them and books your inspections. Putnam Valley Siding FAQs

Where do Putnam Valley permit applications go?

To the Building & Zoning Department at Town Hall, 265 Oscawana Lake Road (845-526-2377). Applications are accepted weekdays from 10 a.m. to 3 p.m., and incomplete applications aren’t accepted, so we assemble the full package before we go.

Why does the application ask about a floodplain?

The Town’s building permit application asks whether the property is in a floodplain. In a town with this many lakes and streams, some lots are. We check your lot before filing so the answer is right the first time.

Do I need an asbestos survey before old siding comes off?

The application points to New York State’s asbestos rule (12 NYCRR Part 56), which can require a survey before renovation work on older buildings. If your siding or the layers under it could contain asbestos, we arrange testing before removal.

Which code applies to a project filed now?

As of January 1, 2026, the Town requires plans prepared by design professionals to comply with the 2025 New York State codes. Most re-siding jobs don’t need full plans, but any that do are drawn to the current code.

What warranty comes with siding?

One year on our workmanship, in writing, plus the siding manufacturer’s own product warranty.
