Westchester & Putnam Home Remodeling Service Serving Cold Spring
Careful renovations, kitchens, baths, roofing and additions for homes in the Village of Cold Spring, Nelsonville, Garrison and Philipstown, including historic district review.
Renovating a Hudson River Village
Cold Spring is one of the best-preserved 19th-century villages on the Hudson. Main Street runs down to the river past brick and clapboard storefronts, and the side streets are lined with Greek Revival, Italianate and Victorian houses built close together on narrow lots.
Working here means respecting that fabric. Old framing, stone foundations, plaster walls and tight access are normal. So is design review: much of the village is in a historic district, and exterior changes visible from the street go before the Historic District Review Board.

A five-member board reviews the application at a public meeting.
Close-out
Inspections and a certificate of occupancy or completion.

Garrison and Philipstown
Outside the village, the Town of Philipstown covers Garrison and the rural areas around Cold Spring. Its Building Department is at 2 Cedar Street. Homes there tend to sit on larger, wooded lots with wells and septic, and the Town’s wetlands law (Chapter 93) sends minor projects to the Wetlands Inspector and major ones to the Conservation Board.
Whether the house is a village rowhouse or a hillside home in Garrison, a Guardian project manager runs the job, with licensed, insured subcontractors for electrical and plumbing.
Cold Spring Remodeling FAQs
Do I need historic review for exterior work in Cold Spring?
If your house is in the Village’s local or national historic district, exterior changes need a Certificate of Appropriateness from the Historic District Review Board. The Building Inspector refers the project in writing, and the application includes photographs, product cut sheets and drawings. The Village charges a $30 application fee and requires a minimum $2,500 escrow, with applications due by the first of the month.
What does the Village need for a building permit?
An application and fee, a list of contractors with their Putnam County license numbers, proof of workers’ compensation, and two sets of plans stamped by a New York engineer or architect. Work ends with a certificate of occupancy or completion.
My address says Cold Spring, but I'm outside the village. Who do I file with?
Then you’re likely in the Town of Philipstown, which has its own Building Department at 2 Cedar Street and its own wetlands law. Nelsonville, next door, is a separate village. We confirm the jurisdiction from the tax map first.
Can you work on a house with original details?
Yes. We plan around original windows, trim and stairs where you want to keep them, and we take the review board’s guidance into account on anything visible from the street.
