A Village Built Around a Foundry
Cold Spring grew around the West Point Foundry, founded in 1818. The Village’s own history guide says the first building boom was housing for foundry workers: semi-detached row houses along Furnace and Kemble Streets, small structures on narrow streets that still set the character of the lower village. Later growth, and the arrival of balloon framing, brought houses with more fanciful rooflines and facades.
Both types are hard on roofs in their own ways. Shared walls and party-wall flashing on the row houses, and turrets, dormers and steep intersecting gables on the later houses, are where we find most leaks.
Getting a Roof Approved in the Historic District
The Village Building Department can refer an application to the Planning Board, the Zoning Board of Appeals or the Historic District Review Board. For an exterior change in the historic district, the path looks like this:
| Step | What happens |
|---|---|
| Referral | The building inspector refers the project to the HDRB in writing |
| Application | Photos of the house plus catalog cuts of the roofing material |
| Workshop (optional) | Informal session, usually the fourth Wednesday, by appointment |
| Meeting | The Board meets the second Wednesday of the month |
| Certificate | Certificate of Appropriateness by mail, then the building permit |
We prepare the application, attend with you and choose materials that suit the house. The roofing itself is done by licensed, insured subcontractors supervised by a Guardian project manager.

Cold Spring Roofing FAQs
Does a new roof in Cold Spring need historic review?
If the house is in the Village’s historic district and the work changes its exterior, the Historic District Review Board issues a Certificate of Appropriateness before the building permit. The building inspector makes the referral in writing, and the application includes photos and manufacturer catalog cuts of the proposed materials. A like-for-like repair may be handled differently, so we ask the Village first.
When does the Historic District Review Board meet?
The five-member Board meets on the second Wednesday of the month, and informal workshops are usually held on the fourth Wednesday by appointment. A workshop is a good way to test a material choice before filing.
What does the Village need from the contractor?
Building applications go to Village Hall at 85 Main Street, with the contractor’s Putnam County license and workers’ compensation coverage. We supply both.
How long do I have to finish once approved?
The Village says the work must be completed within two years. A roof takes far less, but it’s worth knowing if the roof is part of a bigger renovation.
What warranty comes with a Cold Spring roof?
Ten years on the roof and one year on all other workmanship, in writing, plus the material manufacturer’s warranty.
Is a roofing permit in Cold Spring handled by the Village or the Town?
The Town of Philipstown Building Department has handled code enforcement for the Village of Cold Spring since 2017 (845-265-5202). Philipstown is a NYStretch energy code community, which can affect insulation and ventilation details when the roof deck is opened. We file the application and schedule the inspections.
Does my Cold Spring house need historic review for a new roof?
Possibly. Much of the village lies in the Cold Spring Historic District, where many buildings date to the 19th century and housed West Point Foundry workers. Exterior changes in the local historic district go to the Village Historic District Review Board, which meets on the second Wednesday of the month. We check your address before choosing materials.
Can I finance a new roof?
Yes. Guardian offers customer financing through HFS Financial personal home improvement loans. See our financing page to check your options; HFS says checking your options does not affect your credit score.
