A Village With Many Kinds of Lots
Mount Kisco is compact, but its lots vary widely. Near Main Street and the train station, older houses sit on small lots with Village water and sewer at the curb. On the hills to the east and west, toward Bedford and New Castle, lots are larger and more wooded, slopes are steeper, and some properties rely on wells or septic. Building a new house means something different in each place.
Close to the center, the questions are zoning, demolition and fitting construction onto a busy street. Farther out, they’re about the driveway grade, trees, drainage and, where there’s no sewer, the septic location. We sort out which set applies before design starts.

Utility and Site Permits, Sorted Early
- Driveway. A curb cut permit from whichever government owns the road: State, County or Village.
- Water. A Village water permit for a new service, or County Health approval for a private well.
- Sewer or septic. Village Engineering review for a sewer connection, or a County Health permit for a separate system.
- Trees. A tree permit reviewed by the Village Naturalist before any clearing.
- Stake-out. A stake-out inspection of the house location before excavation begins.
Getting these in the right order keeps the excavator, the utilities and the foundation crew from waiting on each other.

Mount Kisco New Home FAQs
Is Mount Kisco a town or a village?
Both. Mount Kisco is a coterminous town and village, so one Building Department at Village Hall, 104 Main Street, handles permits for the whole community. Your lot’s zoning district sets the limits for a new house.
What do we need to apply for a new house?
The Village asks for a survey, three sets of plans sealed by an architect or engineer for projects over $20,000 along with a digital copy, the contractor’s Westchester County license, and insurance certificates listing the Village as certificate holder. Permit fees are based on the value of the work.
Which other permits come up on a Mount Kisco rebuild?
It depends on the lot. Common ones are a curb cut or driveway permit from the State, County or Village, depending on who owns the road; a water connection permit, or County Health approval for a well; a sewer connection through Village Engineering, or County Health approval for a septic system; and a tree permit reviewed by the Village Naturalist. Irrigation and pools need a backflow permit.
Will the design go to the Architectural Review Board?
The Building Department decides case by case whether a project needs ARB review, along with any variances, wetland or steep-slope permits and environmental review. Mount Kisco’s ARB has five members and meets on the third Wednesday of the month, with submissions due on the first Wednesday.
