Village, Town or Briarcliff? It Changes the Paperwork

Ossining is really two governments. The Village was incorporated in 1813 under the name Sing Sing and sits on the Hudson where the river is at its widest. Around it is the Town of Ossining, whose unincorporated streets are reviewed by the Town’s own Building Department on Route 9A. Some homes with an Ossining mailing address are in neither, because part of Briarcliff Manor lies inside the Town.

So the first visit includes a parcel check. Once we know the office, we know the forms, the fee schedule and the inspector who will see the job.

How the Village Files a Kitchen

The Village of Ossining’s building permit application lists what has to come in with it: liability insurance naming the Village as certificate holder and additional insured with the job address on it, workers’ compensation on form C-105.2 and disability on form DB-120.1. Acord certificates aren’t accepted for those two. A copy of the contractor’s Westchester County license goes in too. Ours is Westchester County HIC #WC-38383-H24.

The valuation on the building permit covers cabinets, carpentry, drywall and finishes. Plumbing and electrical are left out because a Westchester County licensed plumber and electrician each apply separately once the building permit is issued. The kitchen in the photo is a Guardian remodel with white shaker cabinets and a waterfall island.

Who Does the Work

Carpentry, cabinets and finish work are run by Guardian, a family business remodeling since 1980. Plumbing, electrical and other specialty trades are handled by licensed subcontractors, supervised by a Guardian project manager who is on site and answers your calls. That same manager tracks each inspection, so the trade permits close out together with the building permit.

Ossining Kitchen Remodeling FAQs

My address says Ossining. Which building department reviews my kitchen?

It depends on the street. The Village of Ossining runs its own Building Department, and the unincorporated Town of Ossining has a separate one at its Operations Center on Route 9A. Briarcliff Manor also reaches into the Town. We confirm the municipality from your tax parcel before we prepare a single form.

Why does the electrician file after the building permit?

That is how the Village sets it up. Its building permit application says a Westchester County licensed electrician or plumber applies for the trade permit after the building permit is issued, and the building valuation leaves out the plumbing and electrical cost because those contractors file their own permits.

Can I apply online?

Yes. The Village takes applications and payments through its CitySquared (Municity) online permitting system, and it accepts documents only as PDFs that aren’t password protected. Photos alone are not accepted as plans.

Does a kitchen in the historic district need extra approval?

Interior work is mainly a building-permit matter. If the project changes the outside of a house in the Downtown Ossining or Sparta districts, such as a new door or a rear bump-out, the Historic Preservation Commission and the Planning Board acting as the Board of Architectural Review get involved before any permit is issued.

What warranty do I get?

Guardian gives one year on our workmanship in writing. Manufacturer warranties on cabinets, counters and appliances are passed straight to you.
