Basement Finishing in Eastchester, NY
Westchester Basement Finishing Service Serving Eastchester
Finished lower levels for Eastchester homes, built inspection by inspection under the Town’s schedule, by a family contractor working since 1980.
Three Building Departments, One Town
Eastchester is a little unusual: the Town contains the Villages of Bronxville and Tuckahoe, and each runs its own building department. If your house is in the unincorporated Town, including neighborhoods such as Chester Heights, the permit goes to 40 Mill Road. We check the tax map before we draw anything.
The Eastchester Inspection Sequence
| Stage | What the Town checks |
|---|---|
| Framing | Walls, soffits and any new openings, before insulation |
| Insulation | Before sheetrock covers it |
| Plumbing | Filed by a County-licensed plumber with a schematic; gas piping pressure-tested |
| Electrical | Inspected by an approved third-party agency |
| Final | Smoke and CO alarms, final plumbing, then the Certificate of Completion |
Inspections need 24 hours’ notice, so we book them ahead and keep the crew moving on other parts of the job while we wait.

Finishes That Belong Below Grade
This lower level, with marble-look tile floors, a dark accent wall with white wainscoting and a TV and fireplace wall, is a Guardian project. Tile and other moisture-tolerant floors are a sensible choice under grade, and good lighting does the rest.
Most Eastchester basements we see are used for a family room, a home office or a guest space with a small bathroom.
Before You Call
A few things help us give you a useful first estimate: rough measurements or photos of the basement, whether it has ever taken on water, where the furnace and electric panel are, and what you want the room to do. If you are thinking of a bedroom, tell us, because it needs an emergency escape opening.

Eastchester Basement Finishing FAQs
Which office handles a basement permit in Eastchester?
For the unincorporated Town, the Town of Eastchester Building Department at 40 Mill Road, open weekdays 8:30 a.m. to 4:30 p.m. The Villages of Bronxville and Tuckahoe are inside the Town but run their own building departments.
How do inspections work?
The Town’s inspection schedule asks for 24 hours’ notice. Framing is inspected, then insulation, before sheetrock goes up. Plumbing is filed by a Westchester County licensed plumber with a schematic, and electrical is inspected by one of the Town’s approved agencies.
Is there a gas test for a new basement appliance?
Yes. If new gas piping is part of the job, the Town’s schedule calls for a pressure test of at least 3 psi before it is covered. Our licensed plumbing subcontractor handles it.
What do we get at the end?
After the final inspection, including the final plumbing inspection and working smoke and carbon monoxide alarms, the Town issues a Certificate of Completion.
