From older Village houses near downtown to newer homes in the Town, Guardian finishes Ossining basements with the right permit office and licensed trades.
Two Kinds of Ossining Basement
Ossining was incorporated as the Village of Sing Sing in 1813, and many Village houses are a century old, with rubble-stone or brick foundations and low ceilings. Homes in the Town’s newer subdivisions usually have poured concrete walls and more headroom. The approach is different for each, and we explain which one you have on the first visit.
The photo shows open framing and rough-in on a Guardian job. In an older basement, this stage often includes furring out uneven walls so the drywall goes up straight.

What We Look At First
- Ceiling height under beams, ducts and pipes
- The condition of the foundation walls and any signs of past water
- Where the main drain sits, to decide between gravity plumbing and a pump
- How a sleeping room would meet emergency escape rules

Good Uses for an Ossining Basement
Families here often ask for a second living room for teenagers, a home office away from the kitchen, a guest suite for visiting relatives or a gym. On houses with a slope toward the river, a walkout side can bring in daylight, though any new exterior door may need a look from the Planning Board acting as the Board of Architectural Review.

Ossining Basement Finishing FAQs
Village of Ossining or Town of Ossining: where do I apply?
Homes inside the Village file with the Village Building Department at 101 Route 9A, which takes applications online through CitySquared. Homes in the unincorporated Town of Ossining file with the Town Building Department. We confirm which one applies to your address first.
What insurance paperwork does the Village want?
The Village asks for proof of workers’ compensation and disability coverage, on the state forms such as C-105.2 and DB-120.1, with the Village of Ossining at 16 Croton Avenue listed as certificate holder. Guardian provides those with the application.
Does a basement go to the Historic Preservation Commission?
Interior work generally does not. The HPC reviews exterior changes in the Village’s historic districts, and the Planning Board serves as the Board of Architectural Review. A new outside entrance or areaway is the part that could need review.
Can you add a bathroom in an Ossining basement?
Usually. Where the main drain is above the basement floor, we use an ejector pump. Our licensed plumber files that work under the permit.
