Septic, Sewer and Your Bathroom
Southeast has both. Most homes outside the hamlet centers are on septic, and some neighborhoods are on central sewer run through the Town’s special districts. Which one you have decides who signs off when a project adds a bathroom or a bedroom: the Putnam County Health Department for septic, or the Town Special Districts Administrator for sewer.
The shower pictured is a Guardian remodel with marble-look walls, a built-in bench, a lighted niche and gold fixtures.

Before Any Wall Comes Down
We start every Southeast bathroom by asking the Town for its records on the house, confirming whether you’re on septic or sewer and checking what the current bedroom count is on file. That tells us which approvals the project needs and in what order, so the schedule we give you is one we can keep.
Permits in the Town of Southeast
The Building Department at 1 Main Street (845-279-2123) issues building permits and has a separate plumbing permit form for the plumber. It also offers a Small Project Permit Application for limited work and a checklist for scheduling inspections. No work is supposed to start before the permit is issued.
Guardian has remodeled homes since 1980 and holds Putnam County HIC #52594. Licensed, insured plumbing and electrical subcontractors do their trades under the supervision of a Guardian project manager. See our bathroom remodeling page or read our Google Reviews.
Southeast Bathroom FAQs
Can we turn a spare room into a bathroom in Southeast?
Often, but approvals come first. The Town says no room can be converted to a bedroom without a building permit and approval from the County Health Department (septic) or the Town Special Districts Administrator (central sewer). Adding a bath changes plumbing loads too, so we check both before design.
Does replacing a vanity need a permit?
Simple repairs and cosmetic work that don’t materially alter structural features don’t. Moving drains, adding a fixture or new circuits need permits, and the plumber files a separate plumbing permit.
Our home is on central sewer. Is that different?
Yes. For sewered properties in Southeast, the Town Special Districts Administrator, rather than the County Health Department, handles the sewer side of an approval. We find out which applies at the first visit.
Can the Town tell us what was permitted before?
The Southeast Building Department does municipal searches of historical building records. We use those to see what was approved before we open walls.
What warranty do you give?
One year on Guardian’s workmanship, in writing, plus the manufacturers’ warranties on fixtures, glass and tile.
