Permits in Mount Pleasant Now Run Online

Since July 1, 2026, the Town has required all building applications to go through its online Service Center, and plans must show compliance with the 2025 building and energy codes. The Building Department is at One Town Hall Plaza in Valhalla (914-742-2305), and Planning and Zoning is at 914-742-2330.

Is my Hawthorne lot on sewer or septic?

It depends on the lot, and we confirm it early. The Town’s application asks you to state whether the house uses a well or public water, and septic or sewer. If it is septic, the plans go to the Westchester County Department of Health.

Do we need a survey and topography?

Yes. For excavation work, the Town asks for a property survey showing structures and easements (including wetlands), a topographic map of existing and proposed grades with erosion controls, and, when the work is done, an as-built topo map from a surveyor or design professional.

What is a Dig Safe number?

Before any mechanical excavation, the Town requires a Code Rule 753 Dig Safe ticket so buried utility lines are marked. We call it in before the excavator arrives.

Can we build near the train station?

Parcels in the Hawthorne Hamlet business district along Elwood Avenue fall under the Town’s hamlet zoning, with its own review tracks. Most homes are outside that district on regular residential zoning. We confirm which applies to your lot.
