The 50% Question
In much of Westchester, a kitchen is just a kitchen. In parts of Mamaroneck it can also be a floodplain project. Low-lying streets along the harbor and the Mamaroneck and Sheldrake rivers sit in FEMA-mapped areas of special flood hazard, and the Village’s Chapter 186 requires a floodplain development permit for development there.
The number that matters is 50%. If reconstruction or improvement costs reach half the market value of the structure before work starts, it’s a substantial improvement, and the house has to meet the flood construction standards, which for a home means elevating it. Chapter 186 also has a cumulative version that counts improvements over 10 years. The Village permit application asks for the estimated market cost of the total project, so the figure is on paper from day one.
That’s why our Mamaroneck estimates start with the house, not the cabinets. If your home is in a flood zone, we price the kitchen in clear phases and tell you where the line is before you choose finishes.
Which Office Covers Your Kitchen?
Village of Mamaroneck
Building Department at 169 Mount Pleasant Avenue. The Village straddles the Towns of Mamaroneck and Rye, so some Village homes have a Rye town address.
Unincorporated Town
Town Building Department at 740 West Boston Post Road, for homes outside the Village and the Village of Larchmont.
Plumbing & electrical
Filed by Westchester County-licensed trades on every job, whichever office issues the building permit.
Kitchens in Older Sound-Shore Houses
Mamaroneck’s neighborhoods, from Orienta and Harbor Heights to the streets around Mamaroneck Avenue, include many older houses with kitchens tucked at the back. Common requests are a wider opening to the dining room, more counter space and a cleaner path to the yard.
In flood-prone homes we also keep an eye on what goes low: we can raise outlets and keep appliances and the electrical panel off the floor where the layout allows. The kitchen in the photo is a Guardian project with raised-panel cabinets and a dark island.

Mamaroneck Kitchen Remodeling FAQs
How do I know if my house is in a flood zone?
The Village’s Flood Damage Prevention law (Chapter 186) applies to areas of special flood hazard on FEMA’s Flood Insurance Rate Map. Your survey, your flood insurance paperwork or the Building Department can tell you the zone. We ask about it at the first visit.
What counts toward the 50% figure?
Chapter 186 defines a substantial improvement as reconstruction, rehabilitation, an addition or other improvement costing 50% or more of the structure’s market value before the work starts. The Village permit application asks for the estimated market cost of the whole project, so the kitchen, and anything done with it, is counted.
What happens if a project crosses 50%?
Substantial improvements in a flood zone have to meet Chapter 186’s construction standards, which for a house means elevating it. That’s a different project from a kitchen, so we size the scope with you before you’re committed.
Do you work in the unincorporated Town of Mamaroneck too?
Yes. Homes outside the Village are permitted by the Town Building Department at 740 West Boston Post Road. The Village office is at 169 Mount Pleasant Avenue. We confirm which one covers your address first.
What warranty do I get?
One year on our workmanship, in writing, plus the manufacturers’ warranties on cabinets, counters and appliances.
Is a Larchmont kitchen permitted by the Town of Mamaroneck?
Not if the house is inside the Village of Larchmont. The Village has its own Building Department at 120 Larchmont Avenue (914-834-4349) and a Street Finder to confirm Village vs. Town addresses. See kitchen remodeling in Larchmont.
