Two Offices, One Roof

Nelsonville is a small village, and since July 2023 it has shared code enforcement with the Town of Philipstown, as reported by The Highlands Current. Here’s how the work splits:

WhoRole in your roofing permit
Village of NelsonvilleReceives the application and collects the roof replacement permit fee
Philipstown Building DepartmentReviews, issues the permit, inspects and signs off
Guardian project managerFiles with the Village, books Philipstown inspections, meets the inspector

You don’t need to run between offices. We do that, and we keep you posted at each step. Roofing is done by licensed, insured subcontractors supervised by a Guardian project manager, and Guardian is our family team of five brothers, working alongside their father, in the trades since 1980.

Village Houses, Village Roofs

Nelsonville’s houses range from older homes along Main Street to newer houses on the hillsides. Older roofs here usually fail at the details: chimney flashing, valleys and porch roofs. Newer roofs tend to have ventilation problems that shorten shingle life.

The photo shows one of our own replacements with new underlayment going down. Every Nelsonville job gets a full tear-off, deck repair, ice barrier at the eaves and valleys, new flashing and balanced venting.

Nelsonville Roofing FAQs

Who handles roofing permits in Nelsonville?

The Village of Nelsonville takes the application. Since July 1, 2023, the Town of Philipstown’s Building Department has handled the Village’s inspections, permits and certificates of occupancy, with the Village forwarding applications to the Town, under an arrangement the Town described at the time as being in place for now. We confirm the current process when we file.

Is a roof replacement its own permit item in Nelsonville?

Yes. The Village fee schedule, updated in December 2024, lists roof replacement as its own flat permit item. We include the fee in our paperwork and tell you the current amount when we file.

Does the Philipstown stretch code apply?

Philipstown has adopted the NYStretch energy code. Since its office now handles Nelsonville’s reviews, we design any roof insulation or attic work to that standard and confirm with the inspector.

Can you work on a house with a shared driveway or close neighbors?

Yes. We plan access and debris handling before the job starts and talk to you about letting neighbors know.

What warranty comes with a roof?

Ten years on the roof we install and one year on all other workmanship, in writing, plus the shingle manufacturer’s warranty.

Does a dumpster on a Nelsonville street need a permit?

Yes. The Village of Nelsonville fee schedule (adopted 12/16/2024) lists an in-street dumpster permit at $50 for five days, plus $10 for each extra day. When the dumpster can sit in your driveway instead, we plan for that. Either way, your Guardian project manager sorts it out before tear-off day.

What happens if roof work starts before the Village permit?

Under the Village fee schedule, work done without a permit is charged twice the permit fee for each five-day occurrence. We file the Village application first and keep the permit posted on site.

Can I finance a new roof?

Yes. Guardian offers customer financing through HFS Financial personal home improvement loans. See our financing page to check your options; HFS says checking your options does not affect your credit score.
