From Summer Cottages to Year-Round Homes
Lake Carmel is a man-made lake, formed by damming the Middle Branch of the Croton River after developers Warren and Arthur Smadbeck bought failing farms here in 1928. They built small bungalows and cottages around it as summer and weekend homes, sold through ads in the New York Daily Mirror. After the war, as the Taconic Parkway and later I-684 made commuting possible, many of those cottages were expanded and winterized for year-round living.
Today the lake area holds a large share of Kent’s homes in a fairly small, dense area along the southeast corner of the town. For roofing, that history matters more than any other single fact.

What That Means for Your Roof
- Mixed sections. Original cottage roofs joined to additions built decades later, often at different pitches.
- Weak joints. The seams between those sections are where most leaks start.
- Thin framing. Summer framing may need reinforcing before a heavier roof goes on.
- Close neighbors. Small lots mean careful tear-off and daily cleanup.
The photo shows a Guardian roofing crew working on one of our projects. On Lake Carmel houses we take extra time at the transitions, because that’s where the work pays off. Every job is run by licensed, insured subcontractors supervised by a Guardian project manager.

Lake Carmel Roofing FAQs
Who issues roofing permits in Lake Carmel?
Lake Carmel is part of the Town of Kent, so permits go through the Kent Building Department. Kent requires a permit when all the shingles are removed down to the sheathing, which is every full replacement.
Our cottage has been added onto twice. Can you roof it as one?
Usually, yes. We look at how each section was framed and where they meet, then plan one roof system with continuous flashing and ventilation. Where a section is too flat for shingles, we use a low-slope membrane instead.
Our street is narrow. Where does the dumpster go?
We plan that at the estimate. On tight streets we may use a smaller container, more frequent hauls or careful placement in the driveway, and we keep the road clear.
Can you fix a leak without replacing the roof?
Often. Many leaks in expanded cottages come from one joint or a chimney. If a repair makes sense, we’ll say so.
What warranty comes with a new roof?
Ten years on the roof, one year on all other workmanship, both in writing, plus the shingle manufacturer’s product warranty.
Who do I call at the Town of Kent about a roofing permit?
Lake Carmel is a hamlet inside the Town of Kent, so permits go through the Kent Building Department (845-225-3900), not a separate Lake Carmel office. We file the application and book the inspections, and our Putnam County HIC #52594 goes in with the paperwork.
Can I finance a new roof?
Yes. Guardian offers customer financing through HFS Financial personal home improvement loans. See our financing page to check your options; HFS says checking your options does not affect your credit score.
