In Brewster, the Bedroom Count Comes First
Most houses around Brewster rely on septic systems, and in Putnam County the size of that system is tied to the number of bedrooms. So the first question we ask about any Brewster addition isn’t the style or the square footage. It’s whether the Building Inspector will see the plan as adding a potential bedroom.
That question decides whether the project stays a straightforward Town permit or also goes to the Putnam County Department of Health. A family room, a larger kitchen or a mudroom usually doesn’t change the count. A new bedroom suite, a finished bonus room with a closet or a second story often does.
How Putnam County Handles a Bedroom Addition
From the County Health Department’s procedures for bedroom additions and home replacements:
Step 1: Building Inspector
Plans go to the Town or Village first. The inspector decides whether bedrooms are added or the house is being replaced.
Step 2: Septic records
If a bedroom is added, the County researches the system on file and tells you whether it’s large enough.
Houses before 1989
An added bedroom needs an engineered septic construction permit unless the system already fits the new count.
Houses after 1989
One added bedroom: usually a tank upgrade under a repair permit. More than one: formal engineered plans.
Tank sizes
The County cites 1,000 gallons for three bedrooms, 1,250 for four and 1,500 for five.
Licensed installer
Septic work is done by a Putnam County licensed septic system contractor.

Additions That Suit Brewster Homes
- Raised-ranch expansions. Many Southeast neighborhoods were built in the 1960s through the 1980s. A front addition or a full second floor can change how those houses live.
- Lake-area cottages. Around Tonetta Lake and Peach Lake, small year-round conversions often need foundation and insulation work along with the added space.
- Kitchen and family room bump-outs. Extending the back of the house without adding a bedroom keeps the County out of the process.
- Primary suites. A new bedroom and bath wing, planned together with the septic upgrade.
For houses already at their septic limit, a finished basement or a whole-home renovation may be the better comparison.
Building the Addition
Once the permits are in hand, the work follows a familiar sequence: footings and foundation, framing tied into the existing house, roofing, then the licensed electrical and plumbing trades, insulation and finishes. We protect the septic tank and field during construction, keep heavy equipment off them and plan dumpster and delivery locations accordingly.
Every addition is run by one Guardian project manager, with licensed, insured subcontractors for the specialty trades, and Town inspections scheduled in order.
Brewster Home Addition FAQs
Who reviews an addition in Brewster, the Town or the Village?
It depends on the address. Most Brewster-addressed homes are in the Town of Southeast, whose Building Department is at 1 Main Street, (845) 279-2123. Homes inside the Village of Brewster go to the Village’s part-time Building Department at 50 Main Street, (845) 279-3760. We confirm which one from the tax map.
Our house was built before 1989. Can we add a bedroom without a new septic system?
Usually not. Under the Putnam County Department of Health’s addition policy, an addition that increases the potential bedroom count on a house built before 1989 needs a formal septic construction permit with plans by a professional engineer or registered architect, unless the existing system is already designed for the new number of bedrooms.
And if the house is newer than 1989?
If the addition creates one more potential bedroom, the County’s policy is that the existing fields should be large enough and only the septic tank is upgraded to match, for example 1,250 gallons for four bedrooms or 1,500 gallons for five, under a repair permit, installed by a Putnam County licensed septic contractor. More than one added bedroom requires formal engineered plans.
Does a family room or kitchen addition go to the Health Department?
Not if the Building Inspector determines it doesn’t add a potential bedroom. Then it follows the normal Town building permit review.
