Custom Home Builder in Cold Spring, NY
Westchester & Putnam Custom Home Building Service Serving Cold Spring
New houses around Cold Spring, in the Philipstown hills outside the village and, occasionally, on a village lot. Historic district review, the reservoir watershed overlay, septic or sewer, and the build itself, coordinated by Guardian.

Two Very Different Places to Build
A Cold Spring address can mean a village lot a few blocks from Main Street or several wooded acres in Philipstown with a well and a septic field. The approvals, utilities and even the design conversation are different for each, so the first thing we do is confirm which side of the village line the property is on.
Inside the village, the houses are close together, many are 19th century, and the lots have Village water and sewer. Outside it, new construction looks more like the rest of the Highlands: hillside sites, rock, long driveways and private systems.
Inside the Village vs. Outside It
Village: design review
The historic district is reviewed by the HDRB, so massing, materials and windows are planned to fit the neighbors.
Village: utilities
Connections to Village water and sewer instead of a well and septic system.
Village: tight sites
Small lots, neighbors close on every side and limited room for staging and deliveries.
Philipstown: overlays
Reservoir watershed, floodplain, aquifer, steep-slope and scenic rules, depending on the lot.
Philipstown: septic & well
Soil and perc testing and a Putnam County Health Department design.
Both: inspections
The Philipstown Building Department inspects in the Town and, since 2017, in the village.
Protecting the Village's Water
Cold Spring’s drinking water comes from reservoirs in the hills east of the village, fed by Foundry Brook. Philipstown’s Cold Spring Reservoir Watershed Overlay keeps new houses, septic systems, driveways and larger clearing at least 200 feet back from the brook and the reservoirs, and the Village Water Department receives copies of building applications in that area.
For a lot in or near the overlay, the 200-foot line can decide where the house and its septic field go. We map it on the survey before design starts. Lots along the river or streams may also touch the Floodplain Overlay, where a new dwelling isn’t permitted at all.
Planning a Cold Spring New Home
1. Confirm jurisdiction
Village or Town, zoning district and any overlays from the tax map.
2. Survey & testing
Topography, trees and, outside the village, soil and perc tests for septic.
3. Design
A house sized and placed for the lot, the reviews and your budget.
4. Approvals
HDRB and Village Planning Board, or Philipstown Planning and Conservation Board review, as the site requires.
5. Build
Foundation through finishes with licensed, insured subcontractors and one Guardian project manager.
6. Final inspection
Philipstown inspections and the certificate of occupancy.
Rebuilding an Older House
Sometimes the better question is whether to replace a house at all. Some village houses are worth restoring and expanding, and design review generally favors keeping historic fabric. On larger lots outside the village, an older, poorly built house may be a candidate for a teardown, with demolition paperwork, utility disconnects and an asbestos check handled before it comes down.
We’ll price both paths. See our Cold Spring remodeling page for renovation work, or home additions if you want to grow the house you have. Our workmanship warranty is one year.
Cold Spring New Construction FAQs
Can you build a new house inside the Village of Cold Spring?
It’s possible, but rare, because the village is almost fully built. Most new homes with a Cold Spring address are in the Town of Philipstown outside the village line. Inside the village, a new house in the historic district needs Historic District Review Board approval in addition to the Planning Board and a building permit.
When does the Historic District Review Board meet?
The HDRB holds its regular meeting on the third Tuesday of the month at 7:30 p.m. at Village Hall, 85 Main Street, and applications are due by the first of the month. The project is referred to the board by the Building Inspector after the building permit application is filed. Dates can change, so we confirm the current Village calendar before every submission.
What is the Cold Spring Reservoir Watershed Overlay?
It’s a Philipstown zoning district that protects the village’s water supply. Within 200 feet of Foundry Brook or the Cold Spring reservoirs, the code doesn’t allow a new dwelling, septic system or driveway, or clearing over 2,000 square feet. Copies of building permit applications in the overlay are also sent to the Village Water Department.
Who does the inspections in the village?
Since 2017, building inspections for the Village of Cold Spring have been handled by the Town of Philipstown Building Department under an agreement between the two.
