Custom Home Builder in Carmel, NY

Westchester & Putnam Custom Home Building Service Serving Carmel

New homes in Carmel, Mahopac and the Town of Carmel’s lake communities, built by a Carmel-based company that has worked here since 1980. Putnam County septic, watershed setbacks and the Town’s 2025 zoning are planned for from day one.

Building in Our Own Town

Guardian is headquartered at 143 Lake Shore Drive West in Carmel, and Putnam County is home ground for us. The Town of Carmel covers the hamlets of Carmel and Mahopac, the lake communities around Lake Mahopac, Kirk Lake and Lake Gleneida, and wooded back roads toward the West Branch and Croton Falls reservoirs.

That geography is why a new house in Carmel starts with water: the NYC watershed, Town-regulated wetlands and the Putnam County Department of Health all have a say before the Building Department issues a permit.

Carmel Zoning Since March 2025

The Town adopted a new zoning chapter (Chapter 156) on March 5, 2025:

LDR

Low-density residential, with a three-acre minimum lot size.

MDR

Medium-density residential, one-acre minimum, covering many older lake communities and small-lot subdivisions.

Conservation

DEP watershed lands and major lakes are mapped in a conservation district.

Hamlets

Mixed-use hamlet districts for the historic centers of Carmel and Mahopac.

ADUs

One accessory apartment per owner-occupied LDR/MDR lot, 400 sq ft minimum and up to 35% of the home.

Setbacks

The Town permit checklist cites 40 ft front, 25 ft side and 40 ft rear for a one-family house.

The Putnam County Septic Step

Outside the sewer districts, a new Carmel house needs a septic construction permit from the Putnam County Department of Health, based on a design by a licensed engineer or architect. The County’s stamped layout and approval letter go to the Town with the building permit application, and the Board of Health stamps the bedroom count on the plans.

For a teardown, the County requires a septic evaluation by a licensed design professional, either to current code or the best fit the lot allows. An addition or new house can’t reduce the system’s reserve area, so we locate it early.

What the Town of Carmel Permit Takes

1. Survey

Setbacks and a driveway profile approved by Town Engineering.

2. Health Dept.

Putnam County septic construction permit and stamped layout.

3. Boards

Planning Board, ZBA or Environmental Conservation Board approval where needed, including wetland permits within 100 feet.

4. Erosion control

Engineering wants notice before site work begins and a pre-construction meeting.

5. Building permit

Two sealed plan sets with the Energy Code statement and a driveway permit.

6. CO

Inspections through final, then the certificate of occupancy.

Carmel New Home Questions

What does the Town of Carmel need for a new one-family house permit?

Two sealed plan sets stamped by the Board of Health with the bedroom count and an Energy Code statement, a survey showing setbacks and a driveway profile approved by Town Engineering, the Putnam County Health Department septic construction permit with its stamped layout, a driveway permit, and any Planning Board, ZBA or Environmental Conservation Board approvals the site needs.

Can we build near Lake Gleneida or Kirk Lake?

Kirk Lake, Lake Gleneida and Lake Gilead are controlled lakes under the NYC watershed rules. New houses aren’t allowed within 300 feet of a controlled lake or reservoir, and new septic fields can’t be within 300 feet of one either. Town wetland rules also cover the wetland and a 100-foot buffer.

What changed with Carmel's 2025 zoning?

The Town adopted a new zoning chapter in March 2025. Among other things, it created low- and medium-density residential districts with three-acre and one-acre minimums and allows one accessory dwelling unit on owner-occupied lots in those districts, within the existing house or an accessory building.

Do you build in Mahopac too?

Yes. Mahopac is a hamlet within the Town of Carmel, so the same Building Department, at 60 McAlpin Avenue in Mahopac, issues the permits.

Building a New Home in Carmel or Mahopac?

We’re local. Send us the lot or the house you want to replace, and we’ll walk it and explain the County and Town approvals.
