Basement Finishing in Rye, NY
Westchester Basement Finishing Service Serving Rye
Finished basements for Rye homes inland and near the Sound, starting with a flood-map check and carried through City permits and inspections by Guardian.
First Question in Rye: Where Is the House on the Flood Map?
Rye has miles of Long Island Sound shoreline, and parts of the city lie in FEMA flood zones. That makes Rye different from most of our basement work. Before we sketch a family room, we look up the property on the flood map and talk through whether the project could count as a substantial improvement.
If the house is outside the mapped zone, the basement is a normal alteration permit. If it is inside, the rules for below-grade living space get much stricter, and we would rather tell you that on day one than after drawings are paid for.

Framing That Respects the Code
The framed walls and open ceiling joists in this photo are Guardian work on a lower-level renovation. This is the stage the City’s inspector sees before insulation and drywall, and it is where headroom under beams and ducts gets settled.
Rye has been a city since 1942 and runs its own Building Department and review boards, so permits, inspections and any board questions all go through City Hall on Boston Post Road.
What We Check Before Pricing a Rye Basement
Flood zone
FEMA map designation and whether the work could trigger flood-resistant rules.
Ceiling height
New York guidance for existing basements: 6 ft 8 in, with beams and ducts down to 6 ft 4 in.
Egress
Any sleeping room needs an emergency escape opening to the outside.
Moisture
Signs of past water, so finishes are chosen for a below-grade room.
After the Paperwork
Once the plan is approved, our crew frames the walls and soffits, the licensed electrician and plumber rough in, and we call for inspections before anything is closed up. Then come insulation, drywall, flooring, trim and paint, and the final inspection. You get one Guardian project manager as the contact the whole way through.

Rye Basement Finishing FAQs
Can I finish a basement in a Rye flood zone?
Sometimes, but check first. Under FEMA flood rules, a house in a mapped Special Flood Hazard Area that is substantially improved must have its lowest floor, which includes the basement, at or above the base flood elevation. The City of Rye Building Department administers construction in those zones, so we confirm the flood zone and the improvement value before design.
Where do I apply for the permit?
At the City of Rye Building Department in City Hall, 1051 Boston Post Road (914-967-5400). The Department’s forms are posted on the City website, and we submit the drawings and applications for you.
Does an interior basement go to the Board of Architectural Review?
Usually not. The BAR looks at changes to how a house looks from outside. If a basement plan needs a new exterior door, stair or egress well, we ask the Department whether that small exterior change needs BAR review.
Who does the electrical and plumbing?
Licensed, insured subcontractors, supervised by a Guardian project manager and inspected under the permit.
