Patterson's Permit Checklist, Translated
The Town publishes a clear list. Here is what each item means for your project:
Survey
The base drawing for everything else, showing setbacks, wetlands and the house location.
Health Department approval
Putnam County DOH approves the septic system and well before the Town issues a permit.
Stamped plans
Three sets with Energy Code compliance, from a New York registered architect or engineer.
Driveway permit
From the Town, County or State, depending on which road the driveway meets.
Erosion and fill permits
Over 5,000 sq ft disturbed or 10 cubic yards of fill.
Wetlands permit
Within 100 feet of a watercourse or wetland.

Wet Ground and Rolling Hills
Patterson is one of Putnam County’s most varied towns. The Great Swamp, one of the largest freshwater wetlands in New York, runs along the valley, while the eastern hills rise toward the Connecticut line. Many rural lots have a wetland, stream or wet pocket somewhere on them, and some drain toward the New York City reservoir system.
On that kind of land, the house goes where the septic field works and the wetland buffers allow, not the other way around. We start with soil testing and a wetland check, then design the house, driveway and drainage around what the ground can support.

Rebuild or Build From Scratch
Some Patterson clients have a vacant lot. Others own an older cottage or ranch that has outlived its septic system. A teardown also needs a septic evaluation by a licensed design professional before the Health Department will approve a new house, because the old system rarely matches a modern home. We order that evaluation first and price both paths, a new house or a home addition, so the decision is based on real numbers.

Patterson Custom Home FAQs
What does Patterson require for a new-house permit?
The Code Enforcement Office at 1142 Route 311 asks for a survey, Putnam County Health Department approval of the septic and well, three sets of stamped plans with Energy Code compliance, Putnam County licenses for the contractors, an E-911 address posted at the driveway and a driveway permit from the Town, County or State, depending on the road.
When are extra permits needed?
Patterson requires a fill permit for 10 cubic yards or more of fill, an erosion permit for 5,000 square feet or more of disturbance, a wetlands permit for work within 100 feet of a watercourse or wetland, and a stormwater letter when more than an acre is disturbed. A new house often triggers the erosion permit at least.
How long does the Town take to review the building permit?
The Code Enforcement Office lists 7 to 10 business days for review once a complete application is submitted. Health Department approval for the septic and well has to come first, and it usually takes longer, so we start it early.
Is Patterson in the New York City watershed?
Parts of it are. Where the lot drains to the City’s reservoir system, NYC DEP setbacks apply to a new septic absorption field: at least 100 feet from a watercourse or wetland and 300 feet from a reservoir or controlled lake. The Putnam County Health Department reviews the design under its delegation from DEP.
