Patterson Basements Come in Every Kind

Town of Patterson Permits for Basement Work

Finishing a basement is an alteration, and the Town of Patterson Building Department at Town Hall on Route 311 requires a permit for it. The Town’s checklist asks for a complete application, three sets of stamped plans that meet the Energy Code, a copy of the contractor’s Putnam County license and liability certificate, and the electrician’s and plumber’s Putnam County licenses. Since December 2022 the Town has also processed electrical inspection permits for work in Patterson.

Patterson also sits in the New York City watershed, and the Building Department coordinates with the Putnam County Health Department and NYC DEP when a project’s scope calls for it. For a typical basement, the Health Department question about bedrooms is the one that matters most.

Can we put a bedroom in the basement?

Possibly, but in Patterson it starts with the Putnam County Health Department. The Town’s permit checklist requires Health Department approval for additions that include potential bedrooms, because septic systems are sized by bedroom count. A basement bedroom also needs an egress window or door that meets code.

What about a basement apartment?

Patterson regulates accessory apartments and has a rental registration law, Chapter 129. The Town publishes an accessory apartment compliance checklist. We review it with you before design, because the rules affect layout, egress and parking as well as construction.

Should we test for radon before finishing?

Yes. Putnam County is in EPA Radon Zone 1, the highest-potential category, though that doesn’t mean every house has a problem. Testing before finishing is cheap, and if a mitigation system is needed it’s far easier to install before walls go up.

How long does the permit take?

The Town asks for three sets of plans and allows 7 to 10 business days for review of a complete application, with more time for larger projects. Inspections must be scheduled at least 24 hours ahead.
