Purchase Is Harrison for Permit Purposes

People sometimes call us expecting a Purchase village hall. There isn’t one. Purchase (ZIP 10577) is a hamlet inside the Town/Village of Harrison, the same municipality that covers downtown Harrison and West Harrison, so a re-siding project here runs through the Harrison Building Department at 1 Heineman Place. Contractors file through the Town’s eTRAKiT online system, and the office keeps weekday hours.

The difference from many towns is the review step. The Building Department states plainly that most residential construction requires approval from the Architectural Review Board, and the Town’s permit package sorts work into categories, some of which are referred to that Board automatically. We find out which category your job falls into before we quote a start date.

What the Architectural Review Board Compares

Harrison’s Board doesn’t rule on style. Section 235-66 tells it to look for excessive similarity or dissimilarity with nearby houses, measured against buildings on the same street or an intersecting street within 1,200 feet. On a siding job, the feature that matters most is the basic exterior material: brick, stone, siding or shingle, and whether siding runs horizontally or vertically. Color is specifically excluded.

So if you’re moving from painted clapboard to dark vertical board-and-batten, like the finished elevation in this photo from one of our own jobs, expect the Board to take a real look. We bring material samples, two extra 11×17 drawing sets and photos of your house and at least two neighbors, and someone from Guardian attends the meeting with you.

Working on a Purchase Property

Long approaches

Deliveries and the dumpster are planned around long, often curving driveways and gates.

Landscaped beds

Plantings along the foundation are covered or tied back before old siding comes down.

Several elevations

Large houses with wings and garages are scheduled wall by wall, not all at once.

Accessory buildings

Pool houses and detached garages can be matched in the same contract.

Under the Old Siding

On every job we strip to the sheathing so we can see what the previous siding was hiding: soft boards below a deck ledger, missing flashing where a roof meets a wall, or a water barrier that was never lapped. Repairs come first, then a new barrier lapped from the bottom up, flashing at every opening and roof-to-wall joint, and finally the siding, trim, soffit and fascia.

Materials we install include vinyl in clapboard and Dutch lap profiles, cedar clapboard and shingles, and vertical or board-and-batten siding. Each one is priced separately in your written estimate. The work is done by licensed, insured subcontractors supervised by a Guardian project manager, and our main siding page shows the same house before and after.

Purchase Siding FAQs

Who issues siding permits for a house in Purchase?

Purchase is a hamlet of the Town/Village of Harrison, so permits come from the Harrison Building Department at 1 Heineman Place (914-670-3050). There is no separate Purchase building office. We file the application, our license and the insurance certificates the department asks for.

Will my siding job go to the Architectural Review Board?

Often, yes. The Building Department notes that most residential construction in Harrison needs Architectural Review Board approval. When the job is referred, the Board meets on the second Tuesday of the month, the submission deadline is the Monday of the week before, and two extra 11×17 sets of drawings are required.

Does the Board care what color I pick?

Under Section 235-66 of the Town Code, the Board judges features such as the basic exterior material and its direction, since siding may run horizontally or vertically, and it is told that color will not be considered a feature. Material and profile choices are where we focus the application.

What does the Board look at besides my house?

It compares your design with structures facing the same street or an intersecting street within 1,200 feet. The application package asks for photos of your house and at least two neighboring or nearest structures, which we take and print for the meeting.

What warranty comes with siding?

One year on our workmanship, in writing, plus the siding manufacturer’s own product warranty.
