Basement Finishing in Southeast, NY
Westchester & Putnam Basement Finishing Service Serving Southeast
Family rooms, offices and bathrooms below grade in the Town of Southeast, with septic or sewer questions answered before the walls go up.
Septic or Sewer Decides the Plan
In the Town of Southeast, some homes are on central sewer and many others are on private septic systems. For a basement, that difference matters more than finishes. It decides who signs off on extra rooms and how a basement bathroom will be reviewed.
We start every Southeast basement by confirming which applies to your house, then lay out the rooms so the plan doesn’t need to change midway through approvals.

Framing a Basement That Works
This photo shows framed interior walls and ceiling joists on a Guardian project. Below grade, framing decisions set the room sizes, the soffits around ducts and beams, and where the bathroom wet wall goes.
We frame around the mechanical room so the furnace, water heater and well or sewer equipment stay reachable for service.
Room Types and How They Are Reviewed
| Basement space | Review notes |
|---|---|
| Open rec room | Traditionally not considered a bedroom by County Health |
| Room with a full bath nearby | May be treated as a potential bedroom |
| Bedroom | Building permit plus Board of Health or Special Districts approval, plus egress |
| Home office or gym | Planned so it is not read as a bedroom unless that is the goal |

Southeast Basement Finishing FAQs
We want a bathroom in the basement. Does that change anything?
Yes. Putnam County Health says that when a basement has a full bathroom, any room down there may be considered a potential bedroom, while an open recreation room traditionally is not. That affects septic review, so we plan the bath and room layout together.
Can a basement room be used as a bedroom?
Only with approval. The Town of Southeast does not allow a room to be converted to a bedroom without a building permit and County Board of Health approval (septic) or the Town Special Districts Administrator (central sewer). The room also needs an emergency escape opening.
How much does the County Health review cost?
The Putnam County Health Department lists a $100 review fee for renovations that change the floor plan or add living area, and it accepts sketches by non-professionals. We prepare it with the Town application.
Do I need stamped plans?
Southeast requires stamped plans when the cost exceeds $10,000 or the work is significantly structural, which covers many finished basements.
