Building in Armonk: North Castle's Review Steps

Armonk is a hamlet in the Town of North Castle, so permits come from the North Castle Building Department at 17 Bedford Road (the Annex Building in the rear). The Town’s permit guide says a permit is generally needed whenever you build, enlarge, alter, repair, improve or demolish a structure, and it encourages a preliminary call before you apply.

Reviews can come first. Depending on the project, the Building Department may refer it to the Residential Project Review Committee (RPRC) through the Planning Department, or to the Architectural Review Board, Conservation Board, Zoning Board of Appeals or Planning Board. Planning or RPRC approvals have to be granted before a building permit application can be filed. The five-member ARB reviews new and renovated buildings for design, building materials and color palettes, with the goal that new work fits the established neighborhood.

Timing and paperwork. The Town’s stated goal is an initial plan review within 2 to 4 weeks and re-reviews within 2 to 3 weeks. The application packet includes notarized forms, two sets of plans, and the contractor’s license and insurance certificates. North Castle requires electricians and plumbers to be licensed by Westchester County, and home improvement contractors must hold a Westchester County license (ours is Westchester County HIC #WC-38383-H24). Inspections are booked by calling the day before. For homes on private wells and septic, the Town’s building page points to the Westchester County Health Department’s well and sewage system rules, which we review before planning a bathroom or addition.
